Bill Center
Bill retired from the U.S. Navy as Rear Admiral in 1999 after 35 years distinguished service. He is a graduate of the U.S. Naval Academy and the University of Washington, Daniel J. Evans School of Public Affairs. During his naval career he commanded three ships and served in a wide variety of assignments at sea and ashore, including three years as Chief Engineer on the aircraft carrier USS MIDWAY. He and his family resided in Japan during three different assignments totaling eight years. Bill is a specialist in policy analysis, strategic planning and organization development. He served as a senior advisor to the Joint Chiefs of Staff on arms control, non-proliferation, environmental matters, and international agreements. He was General Colin Powell's deputy director for international negotiations and served in the same role for General John Shalikashvili. In his final assignment, from May 1996 to May 1999, he commanded the Navy's third largest fleet concentration area, Navy Region Northwest. He earned numerous military awards including the Bronze Star, Legion of Merit and Defense Superior Service Medal. He is a sought-after public speaker and lectures on U.S. foreign Policy at the Evans School. Since retiring from the Navy Bill has devoted himself to nonprofit leadership and volunteer work. He is President-elect of the Rotary Club of Seattle and an active leader in the Initiative for Global Development . He directed CRISTA Ministries' Urban Academies and has served on several local nonprofit boards. He and Karla, his wife of 37 years, reside in Edmonds

Two Fellowship Events
We are planning on a FUN afternoon, with volleyball and a putting game with prizes! There is also boat/water access from the property. Club contact is Jim Price. Fellowship Bike Ride
People would have the option doing the first leg, the first leg and part of the second leg or the whole trip depending on their mood that day. This would open it up to a wide range of bikers. We can divide the trip into two groups, one going at leisurely-moderate speed and the other who want to go to the falls going a higher rate of speed. This would allow all of us to get back to the starting point about the same time. Most all of this route is on paved side roads with little traffic. It is good for road bikes and hybrids. We will start the ride at, John McDonald Memorial King County Park, which is in Carnation, at 9:30 am. The park has plenty of parking. We can bring lunches and eat there at the end of the ride. Alternately, people can stop in Fall City for food and/or coffee and for the more ambitious at Snoqualmie Falls. Rain cancels the event. You can get to John MacDonald Memorial King County Part by going on State Route 203 to Carnation. You would turn west on NE 40th street and the park is at the end of the road (about ? mile). A native of Ellensburg, Roy will return to his roots in September, when he and his wife, Betty Lou, return to Central Washington to be closer to children and grandchildren. Roy has had several professional careers. From his BA (from Central Washington), interrupted by WWII military service in Alaska, to a masters degree, and finally a doctorate in administration, educational psychology and curriculum (from the University of Northern Colorado), he went into an extended career in education, first as a teacher in the Highline School District, then as head of guidance, and finally as principal. In 1954, Roy joined the Bellevue Public Schools as Director of Curriculum. He then served a year as acting superintendent. When a new superintendent was hired, Roy became deputy superintendent in charge of guidance, curriculum, research and instructional materials, that post he occupied ten years. By then, Roy was thoroughly involved in the new Bellevue Rotary Club. in 1967, Roy became the Dean of Instruction at Bellevue Community College, and in 1976, he also served as interim president and interim executive office of the community college district. the next year he retired from the community college, but immediately started a new career at seattle university as part of the core faculty of their new doctoral program in educational leadership. And, for the next 14 years he made a whole new life for himself. roy tried retirement again, when he became professor emeritus at SU, but within four years he had gone back to teaching. this time, he was working for central washington university, counseling new student teachers in training. roy was the first director for international service of bellevue rotary. He conceived the first overseas projects for the club, led this organization to building a school in a poor section of gujarat state in india, and then won himself a fulbright fellowship to give himself a year to make sure the rotary project was off to a great start. twenty years later, he got another fulbright and went back to gujurat to assure that bellevue rotarys initial investment was paying off. in recent years, roy has been active in a variety of club activities, with multiple terms of service on the board of directors and with an unwavering sense of history of rotary and of this club. through his inspiration and encouragement a couple of years ago, the archival material from 40 years of service in this community was gathered together, sorted and cataloged, and placed in the bellevue regional library as a permanent testament to our clubs place in the city of bellevue. roy, you and betty will be sorely missed, and bellevue rotary thanks you for your 44 years of service. you will remember that this club was chartered in 1961 in the same week as your 40th birthday, but you still have time for another extensive run at rotary in ellensburg, and we all wish you the best. thank you for being a good friend to all of your fellow bellevue rotarians. Community Grants Committee The Community Grants Committee is now soliciting applications for Grants until October 15th. There are certain guidelines that will be considered when reviewing each grant.
Guidelines: 1) The funds must be beneficial to the Eastside. The Eastside would be the City of Bellevue and neighboring cities.
2) Fund requests are not to be for ongoing expenses such as operational expenses.
3) The maximum grant will be $5,000.
4) The Grant Request Form must be filled out. This form can be found at here on the BRC website. (The link is always available under the Club Forms dropdown menu at the top of every page of the BRC website; just select on Grant Request Form.)
5) Submit the completed form and any supporting information to Phil Bevan online, or mail to:
Phil Bevan Community Grant Request Next Spring's Group Study Exchange Charming Bavaria. The Black Forest and the Bohemian Forest. The Bavarian Alps. The cities of Augsburg and Munich. Our district will be sending five people one Rotarian and four young non-Rotarian business people there next May (2006) for a month. Group Study Exchange has been a central part of our districts outreach for many years. Almost every district in the world participates. Weve had exchanges with France, East Africa, Turkey, Thailand, Vietnam, and many other countries. Applications for Team Leader for the Bavarian GSE must be submitted by 15 September.
