Dr. Michael A. Caldero

"Noble Cause Police Corruption"

Caldero1Dr. Michael A. Caldero was a police officer for fourteen years. He has worked for the Los Angeles County Sheriff’s Department, the California Highway Patrol, and Bureau of Narcotics and Organized Crime. He holds a Bachelor and Masters degree in Criminal Justice and a Ph.D in Administration and Justice Studies from Washington State University. His research and publications deal extensively with police culture, value-based decision-making, and organizational change. For the past ten years he has been the director of the Administration of Criminal Justice Program at Bellevue Community College in Bellevue Washington.

Dr. Caldero has served as a consultant to police organizations across this nation and Canada regarding the issues of noble cause corruption, racial profiling, and organizational change. He provided the consultation and training to the New Jersey State Police that allowed them to favorably respond to a court decree concerning the practice of racial profiling and Noble Cause corruption (2000, 2001). He has also provided this training for the Wichita, Kansas police and sheriff ‘s department personnel (1997) the Police Complaint Commissioner’s Office of British Colombia (2000 & 2001) which included Police Officers across the country, supervisors from the state academy, in Middlesex County New Jersey, and several Police and Sheriff’s agencies within the state of Washington including the Northwest Executive Command College. In addition, Dr. Caldero is a regular lecturer and trainer for the South West Legal Foundation, in Dallas Texas. He was the keynote speaker for the 1998 Police Integrity Initiative Symposium sponsored by the Office of Community Oriented Policing Services and the National Institute of Justice in Seattle Washington. He was a guest speaker at the September 2001 Law Enforcement Summit in Atlantic City New Jersey, the FBI National Academy Graduates conference 2001, and the IADLEST (International Association of Directors of Law Enforcement Standards of Training) Conference, 2002. The key concept to Dr. Caldero’s training effort centers around the role values play in the application of the policing function. He believes that by focusing on this aspect of individual and organizational behavior positive change will result that will significantly impact and improve the relationship between the police and all the citizens they serve.

BlueLineLearning is a company founded by Dr. Caldero to address contemporary issues arising from the relationship between police officers and the public they serve. It utilizes the concept of value-based decision making as it pertains to the application of the law enforcement function to analyze, understand, and address such issues as “Noble Cause Corruption”, “Racial Profiling” and other issues related to police/citizen encounters. Dr. Caldero has taught and developed these concepts over the past twenty-four years. He recently co-authored a Criminal Justice text, Police Ethics: “The Corruption of Noble Cause”, Anderson Publishing, which uncovers some of the underlying factors that contribute to these complex problems. In 1991 he co-authored an article concerning police stress, “The production of occupational stress in medium-sized police agencies: A survey of line officers in eight municipal departments”, Journal of Criminal Justice, Volume 19 No 4. His most recent work, “Value consistency within the police: the lack of a gap”, was published by “Policing”: An international Journal of Police Strategies & Management, Volume 24 Number 2, 2001.

September Golf Event at Trilogy

Brad Hunt has booked 40 tee times on Tuesday, September 28th, at Trilogy Golf Club at Redmond Ridge, 11825 Trilogy Parkway NE, Redmond, starting at 2:30 pm, after the Rotary Club meeting. The cost is $60 for green fees, range balls and a 1/2 cart.

Applications for Community Grants

The Bellevue Rotary Club will be taking applications for Community Grants until October 31st. There are certain guidelines that will be considered when reviewing each grant:

1) The funds must be beneficial to the Eastside.

2) Fund requests are not for operational expenses.

3) The maximum grant is $5,000.

4) The Grant Request Form must be filled out. This form is found in the dropdown menu under Club Forms at the top of each page on this website.

It is now the time of year to select the "primary beneficiary" for our 2005 Bellevue Rotary Auction.

If you are a member of, or involved with, a worthy charitable organization, or if there is an organization that you believe would be a good primary beneficiary of the Auction proceeds, please forward the contact information for that organization to Ross Jacobson. The organization will be contacted directly and asked to submit a request to us to be considered as beneficiary.
